Supply Chain Management

This course is based on the 2015 Public Sector Supply Chain Management Review published by National Treasury. The first section of the training will focus on the Supply Chain Management (SCM) in the Public Sector and the regulatory environment of SCM (we will look at the PFMA/MFMA, PPPFA, BBBEEA, Corruption Act and briefly the CIDBA). We then study the stage of the SCM cycle and apply all the relevant processes in a simulated environment.

Upon completing this course, you should be able to:

Identify and describe the elements of a world class supply management system

Understand the evaluation and importance of Supply Chain Management in the Public Sector

Understand the strategic importance of sound SCM implementation

Understand the legal framework that governs SCM operational principles and concepts

Discuss the importance of ethical conduct for SCM practitioners with the public sector

Explain and apply legislation relating to SCM, in particular the application of PPPFA

Describe guidelines and principles that enable sound SCM operation

Understand the role of each stakeholder in the SCM cycle

Achieve customer service standard cost effectively through SCM optimisation

Prepare a bid invitation according to National Treasury Regulations

Evaluate bids and compile written submission to Bid Adjudication Committee

Consider the adjudication of bids against predetermined bid criteria

Establish award criteria and evaluate tenders for a financial and value for money perspective

Develop tender specifications

Prepare and write tender documents for a variety of tenders

Research suppliers and markets for goods and services

Prepare SCM scoring mechanisms to justify contract award recommendations

Negotiate with suppliers and manage supplier performance and contracts

Certification

This course is accredited by Local Government Sector Education and Training Authority (LGSETA). On completion, the following certification will be awarded:

A LGSETA Statement of Results will be awarded to all delegates who successfully complete the unit standards’ portfolio requirements; or

A Regenesys Certificate of Attendance will be awarded to all delegates who attended all training sessions, but who do not complete any portfolio requirements successfully.
