Public Finance

This course will enable participants to understand the nature of markets and the economic principles underpinning them. The qualifying participant will be able to understand the economic role of government. The programme is structured to incorporate: methods, concepts and framework of public financial management; the economic role of government; economic growth and its link to society and Public finance institutions.

Exit Level Outcomes

Upon completing this course, you should be able to:

Examine public finance terminology and concepts

Assess the government’s revenue and expenditure strategy

Differentiate and evaluate intergovernmental fiscal and financial relations

Analyse the role of the finance officer in the public and development sector with reference to the PFMA

Assess the roles and functions of public finance institutions in South Africa

Evaluate the success and failure factors of financial management in the public and development sector

Analyse the sources of funding for the public and development sector

Demonstrate an understanding of financial reports

Demonstrate an understanding of the financial planning and budgeting system of the state

Assess the impact of annual fiscal policy decisions on the three spheres of government and determine strategies to manage the challenges


This course is accredited by the Public Service Sector Education and Training Authority (PSETA). On completion, the following certification will be awarded:

A PSETA Statement of Results will be awarded to all delegates who successfully complete the unit standards’ portfolio requirements; or

A Regenesys Certificate of Attendance will be awarded to all delegates who attended all training sessions, but who do not complete any portfolio requirements successfully.
